Who issues the permit?

Anyone intending to build, carry out reinforcement or restoration works, or make changes to an existing building must obtain prior authorization from:

  • the Mayor within municipal zones; and
  • the Governor for areas outside municipal zones.

Who can apply for a building permit?

  • Any natural or legal person (individual, company, association, or local public authority).
  • The State, for ordinary civil or military buildings.

Required documents for a building permit

1) Basic documents

  • A request on plain paper, signed by the applicant.
  • A title deed, entitlement judgment, or any other document proving ownership of the land plot.
  • A construction project in three copies including the documents and information listed below.

2) Site plan (scale 1/500 or higher)

  • Geographical location.
  • Boundaries and dimensions of the land plot.
  • Location of planned or existing buildings (to be kept, halted, or demolished), including layout and volume.
  • Indication of adjacent buildings and their height.
  • Floor plans, sections, and elevations (scale 1/100 or higher).

3) Technical details to be specified

  • Wastewater drainage method.
  • Locations of chimneys and ventilation devices, if any.
  • Networks, including telephone lines and TV reception.
  • All information needed to assess the external appearance of the building and the purpose of its rooms.

4) Additional documents (where applicable)

  • An environmental impact study for projects that may have negative effects, in accordance with the applicable legal framework.
  • An alignment decision if the plot borders the public road domain or the maritime public domain.
  • Receipt proving submission of income tax or corporate tax declaration.
  • A clearance certificate issued by the municipal revenue office.

5) Structural plan/note (if required)

Prepared by an approved engineering office or a licensed engineer, if the building:

  • is intended for public use and exceeds 80 m² covered area;
  • has three floors or more;
  • is carried out by a real estate developer, regardless of the project type.

Cases not requiring an architect

The application file (three copies) is limited to:

  • A drawing identifying the plot location and its dimensions.
  • A drawing showing building placement, internal distribution and use of rooms, and elevations.
Timelines

Review timeline

The building permit application is processed within a maximum of 45 days from the date a complete file is submitted.
The timeline may be extended to:
  • 60 days if the urban development plan is being prepared or revised.
  • a longer period if the project is within 200 meters of natural, cultural, or archaeological sites, protected areas, or historical landmarks.
Validity

Validity period

3
years
The building permit is valid for three years from the date it is issued to the beneficiary. It becomes void after this period.
